The Safe School Climate Program (SSCP) provides East Hartford Middle School with a structured, systemic, and data driven approach to maintaining a physically, emotionally, and intellectually safe educational environment. The SSCP is comprised of the three domains: School Safety, Bullying Prevention, and PBIS. Their interdependence creates a coherent approach to maintaining a safe and positive experience for staff, students, and parents.


The Safe School Climate Team (SSCT) works in conjunction with the administrative team to govern and monitor the Safe School Climate Program. The SSCT meets monthly to address accountability points, improve current practices, and design new approaches to enhance the SSCP.


  • School Safety:  Includes all programs and practices related to maintaining a physically and emotionally safe environment. This includes but is not limited to the security team, lock down procedures, fire drills, the tragedy response team, 911 protocols, school attendance intervention plans, student arrival and dismissal procedures, and hallway focus.

  • Bullying Prevention Program: Includes school wide anti-bullying educational programs to prevent, identify, and respond to bullying.
    • Prevent: School employee training, administrative state of the union assemblies, a Physical Education/Health and Developmental Guidance Curriculum, support team classroom instruction and interventions, interdisciplinary team focus, and continued education and support from EHMS School Resource Officers (SRO’s).
    • Identify: School employees, students, parent/guardian may file written reports of bullying to be submitted to the Safe School Climate Specialist (SSCS) or an administrator.
    • Respond: Upon receiving the report of bullying an administrator will facilitate the completion of the Bullying Report Form to be followed by an investigation.

  • Positive Behaviors Interventions and Support (PBIS): PBIS is systems based approach to program development based on data, highly effective practices, and collaboration with staff, students, parents, and the community. The advancement of PBIS begins with the Safe School Climate Team and its ability to work with staff to develop an infrastructure that reflects the vision, values and needs of the school. The structure of PBIS is based on the continued development of EHMS school-wide expectations, team expectations, increased capacity in Tiers I, II, III, an evolving incentive program, and administrative support. Collectively, these components of PBIS infuse energy, school spirit, and effective research based practices to maintain a school environment where everyone feels welcomed, safe, and valued.
